A Care Agency Built on Social Work Values
Premier23 Care Services was founded by registered Social Workers — because truly excellent care starts with understanding people, not just completing tasks. We are not simply a care agency; we are advocates for every person we support.

Our Story
Who We Are
Premier23 Care Services was established by registered Social Workers who witnessed first-hand how the difference between good intentions and genuinely good care is often a single thing: professional relationships built on real understanding of the individual. We founded Premier23 to bridge that gap — to create a care agency where every visit reflects the values of person-centred social work practice.
Our Director brings over fifteen years of direct experience in adult social care — from frontline support and care management to safeguarding and complex case coordination. That background shapes every aspect of how we run this organisation: how we recruit and train carers, how we assess needs, plan care, and respond when things change.
We work in close partnership with local authority social care teams, NHS commissioners, hospital discharge services, and occupational therapists across Hampshire and Essex — because the best outcomes for the people we support come from joined-up, coordinated care, not isolated provision.
We are not just a care provider. We are advocates — for independence, for dignity, and for the right of every person to live well in their own home.

Our Values
The Principles That Guide Everything We Do
Our values are not words on a wall. They are the standards by which every care visit, every decision, and every relationship is measured.
Independence
We believe every adult has the right to live their life on their own terms. Our role is to enable — never to take over. Every support plan starts with what the individual wants, not what is easiest to provide.
Dignity
Every visit, every interaction, every conversation — we treat the people in our care with the respect and kindness they deserve. Dignity is not a policy; it is a standard we hold ourselves to every single day.
Compassion
Care is more than tasks on a list. It is about genuinely caring for the person — their feelings, their fears, their hopes, and their relationships. Our carers are chosen because they understand that difference.
Excellence
CQC-registered and built on social work expertise, we hold ourselves to standards that go beyond compliance. Because the people we support — and their families — deserve nothing less than the very best.
Our Leadership
Experienced Leadership You Can Trust
Premier23 is led by professionals with deep roots in adult social care — people who have worked directly with individuals and families, and who understand what genuinely good care looks like.

How We Work
The Premier23 Standards
Five non-negotiable commitments that define how we operate — held to by every member of our team, every day.
CQC Registered & Inspected
We are registered with the Care Quality Commission and operate under their regulatory framework. Our registration means we are formally accountable for the quality and safety of the care we provide — and we welcome that accountability.
Quality of Life, Not Just Tasks
Our care plans focus on what genuinely matters to the individual — their routines, relationships, ambitions, and wellbeing — not simply a checklist of tasks to complete. Care that does not improve someone's quality of life is not good enough.
Management Available Every Day
Our management team is accessible every day — not just during office hours. When something changes, when a concern arises, or when a family needs to talk, we are reachable. Care does not follow a 9-to-5 schedule, and neither do we.
Comprehensive Staff Training
Every carer receives thorough induction training before their first placement — and ongoing learning throughout their career with us. We invest in our people because the quality of the care they deliver is a direct reflection of the training and support they receive.
Formal Complaints Procedure
We take every concern seriously. We have a clear, transparent complaints process and we respond promptly. We also actively seek feedback — because we know that listening to those we support is how we continue to improve.
Regulated, Inspected, and Accountable
Premier23 Care Services is registered with the Care Quality Commission (CQC) — the independent regulator of health and social care in England. Our CQC registration means our services are subject to formal inspection, and that we are held to a national standard of safety, effectiveness, and quality. You can view our full CQC profile and inspection history at any time.
Our People
Carers Who Are Chosen for Their Character
We recruit carers who are skilled — but more importantly, who are genuinely kind. Technical competence can be trained. Character cannot. Our carers are the heart of everything we do.

Every Premier23 carer undergoes thorough vetting — including enhanced DBS checks, reference verification, and competency assessment — before they meet a single client. We do not compromise on this. Neither would you.
